The management of Earth Observation (EO) data is a difficult problem that the International Communities are tackling with different strategies. The European Centre for Earth Observation (CEO) is adopting a distributed solution for coordinating EO activities, aiming at the development of facilities for supporting the Information Cooperative, defined as the processes that go from the perception of the users' needs to the delivery of the product. Within the CEO programme, the authors have been involved in the pathfinder study ICSA (designing the Information Cooperative for Sharing and Analysing earth observation data). The study is concerned with the modalities for supporting flexible and dynamic communication, negotiation and business, among the users of EO data. The ICSA's goal is to come up with the organization and integration of services provided to the users by the CEO Coordination Facility (CCF).
