Creative thinking is a key skill for both problem finding andproblem solving. However, 'pure' creativity tools, such as 'inthe box' and 'out of the box' techniques: i) offer low supportfor the menagement of the social dynamics of innovation,being poorly integrated with an overall process of userinvolvement, and ii) scarcely capitalize the new opportunitiesoffered by the web. The first phase of the 2009-10 EU fundedSupport Action Project U-Stir, is targeted to definerequirements for new tools which enable web-based creativethinking for user-led, radical, and sustainable innovation inEU surface transport .

Abstract
