The New Basel Accord is an important development in the approach to bank regulation and risk control from various points of view: the introduction of operational risk, the emphasis placed on internal control models and systems with the consequent assignment of a validation role to the supervisory authorities , and the introduction of market discipline as a means of ensuring a safe banking system. This implies a growing risk-sensitivity for banks and a new approach to controls on the parts of authorities.
