The paper reports the intermediate results of the studies carried out within the SEEMseed European project about the conditions that should be created to make most small companies actively participate in the forthcoming single European electronic market. In spite of their huge number and although representing a pillar of the European economy, small companies remain passive actors of the electronic market or even are completely left aside. The present condition can be changed by exploiting the role of mediators, defining new collaboration models, building up and spreading an open technological infrastructure, and hiding its complexity under easy and cheap applications and services.
