The essay, followed by a Commentary by O. Bring (Legal Adviser at the Swedish Ministry of Foreign Affairs) is published in a book dealing with the most important legal aspects of the Iran-Iraq War of 1980-1988. The Authors are leading scholars and diplomats from different States who, before submitting the definitive text of their essays, had the opportunity to present their views at an international colloquium held in November 1990 at the Dutch Minitry of Foreign Affairs in The Hague.
