In this paper, the relations between the notions of “wave move” (by Homma-Ochiai) and “frame” (by Tsukui) are investigated. A genus three frame of $S^3$ is produced, giving a counterexample to a conjecture of Tsukui; on the contrary, the conjecture is proved to be true in genus two.
