Rivoluzione demografica, flussi migratori internazionali e politiche migratorie. Un Piano Mattei per l’Europa

The article analyses the relationship between demographic trends, international migration flows, and migration policies and then focuses on the Mattei Plan. It is argued that, in its current version, the Mattei Plan is not suitable for achieving the objectives it proposes both for the type of interventions envisaged and for its financial dimension. To achieve these objectives, the Mattei Plan should be reformulated at the European level and provide that the EU member states and African states, where the structural excess of labor will be more pronounced, co-manage in a humane and rational way migratory flows in line with the qualitative and quantitative needs of the destination countries. To this end, it is crucial and economically correct that the countries of destination take charge of financing the training of migrants and investments in the infrastructures and equipment necessary for the education and training system of the countries of departure.
