La riforma della governance del PNRR

The paper examines the recent reform of the NRRP’s governance enacted by the Meloni Government through the decree law No. 13 of 2023. After outlining the amendments made to the NRRP’s governance previously structured by the Draghi Government, the relevant constitutional issues are explored, focusing on intra-governmental relations. The conclusion is that the two different governance structures examined can be deemed as parts of more general trends, such as the strengthening of the figure of the Prime Minister and the increasing influence exerted by the relations with the European institutions on the structure of the Italian executives.

L’articolo esamina la recente riforma della governance del PNRR promossa dal Governo Meloni con il decreto legge n. 13 del 2023. Dopo aver illustrato le modifiche apportate rispetto alla governance precedentemente delineata dal Governo Draghi, si approfondiscono i profili di rilievo costituzionale, con attenzione particolare alle relazioni endo-governative. La conclusione è che le diverse strutture della governance esaminate possono, in ultima istanza, essere ricondotte a tendenze di più lungo periodo già presenti nell’ordinamento, quali il rafforzamento della figura del Presidente del Consiglio e la crescente incidenza dei rapporti con l’Unione europea sulla strutturazione degli esecutivi.
