the european Union law and politics are increasingly putting more and more efforts in the digitalization of public adminis- tration in the member states and within european institutions itselves. as the digitalization of public administration evolves, changes also the relation between individuals and Pas in terms of rights and duties, traditionally connected to the concept of citizenship. in that way it seems to emerge a proper concept of digital citizenship in a european legal framework, that is already taking form in italian law.
