The Safety Investigation Authorities (SIAs) play a fundamental role in the prevention of air accidents and incidents. They carry out the safety investigations, in accordance with the provisions of ICAO Annex 13. Their work is of the utmost importance in determining the causes of an accident or incident. The sole objective of the investigation described in the Annex 13 is the prevention of accidents and incidents and it has not the purpose to apportion blame or liability. The SIA must be strictly objective and totally impartial and must also be perceived to be so. The authority should be established legislatively in such a manner that it can withstand political or other interference or pressure from other government organizations, as well as from industry.
