Salari e recupero dell’inflazione nella contrattazione collettiva: il rebus dell’Ipca

The article attempts to shed light on how today the Hicp-as the index chosen by the social partners in 2009 to negotiate wages with respect to inflation can guarantee the adjustment of wages to general price trends and the cost of living, and what critical issues this mechanism has shown with respect to the current energy crisis. After a brief historical-reconstructive examination of the choices made by industrial relations systems to govern wage trends with respect to inflation, the survey focuses on recent contractual renewals in order to ascertain what role the Hicp has played in determining economic treatments, not only to assay its ability to adequately protect wage levels in the midst of an energy crisis, but also with a view to ascertaining whether there are not other factors that contribute, in equal measure, to eroding wages with respect to general price trends.

L’articolo tenta di fare luce su come oggi l’Ipca – quale indice scelto dalle parti sociali nel 2009 per negoziare i salari rispetto all’andamento dell’inflazione – riesca a garantire l’adeguamento delle retribuzioni all’andamento generale dei prezzi e al costo della vita e quali siano le criticità che questo meccanismo ha mostrato rispetto all’attuale crisi energetica. Dopo una breve disamina storico-ricostruttiva delle scelte compiute dai sistemi di relazioni industriali per governare l’andamento dei salari rispetto all’inflazione, l’indagine si sofferma sui recenti rinnovi contrattuali al fine di verificare quale ruolo abbia giocato l’Ipca nella determinazione dei trattamenti economici, non solo per saggiarne la capacità di tutelare adeguatamente i livelli salariali nel pieno di una crisi energetica, ma anche nella prospettiva di verificare se non vi siano altri fattori che contribuiscono, in egual misura, ad erodere le retribuzioni rispetto all’andamento generale dei prezzi.
