The current coronavirus health emergency has again focused attention on the issue of special administrative powers that derogate from both the attribution of competences and the ordinary rules. More and more frequently, the exercise of these powers is conferred to the extraordinary commissioners identified as a general remedy against the inefficient working methods and practices of the administrative organization. However, even the extraordinary commissioners may not achieve better results. Investigating the causes of these partial or total failures is the goal of this work.

Abstract
