In the governance and integration of migrants, the role played by cities and municipal administrations has progressively increased. Moreover, the welfare crisis and its relationship with the dynamics of the inclusion of immigrants in host societies has contributed to redefining the urban setting as a strategic dimension of the governance of migration, consequently involving a range of public and private subjects. The work of these subjects therefore needs to be regulated by contractual means. In this paper, the focus on the localization of migration policies is supplemented with a perspective that regards the analysis of the instruments of local government, and the forms of social bargaining embedded in them. Such instruments may be conceived as objects which, in line with the actor-network theory, help shape social relationships, and as devices/tools which municipalities use to implement certain policies. The objective of the article is to understand, through the theoretical framework adopted, how these instruments of local government can characterize and position public administrations, subjects and citizens. We focussed our attention on the resolutions passed by the City Council of the Municipality of Reggio Emilia from 2004 to 2018, implementing immigration governance policies on a local level.
