Filippini, Tommaso
Urbano, Teresa
The US Emergency Planning and Community Right-to-Know Act (EPCRA) established requirements for federal, state and local governments, Indian tribes, and industrial facilities regarding emergency planning and “community right-to-know” reporting on hazardous and toxic chemicals. EPCRA's emergency planning provisions help communities prepare for potential chemical accidents, while EPCRA's right-to-know provisions help increase public knowledge of and access to information on the presence, use, and release of chemicals at individual facilities. The information is provided with the aim to improve chemical safety and protect public health and the environment.

Strategic Profiles of Ecomuseum Management and Community Involvement in Italy
BADIA, Francesco
DEODATO, Giuditta
Badia, Francesco
Deodato, Giuditta
The aim oThe aim of this work is to understand how and if the ecomuseum could be considered an instrument of social and economic development through the enhancement of cultural heritage on a territory. With an ecomuseum view, such heritage is made up of all those aspects that help to define a social system, from the natural to the folk traditions, from the architectural landscape to food and wine production. Only in this way it can be constituted as a resource for a participatory and sustainable local development, where every social actor and stakeholder feel responsible for their own future and the cultural heritage.
Therefore, the work aims at investigating the degree of feasibility of different ecomuseum strategic models. Generally, they should achieve positive effects on the territory in terms of image, social cooperation and involvement of local people in decision-making processes, cultural knowledge and identification in the local heritage and finally in creation of a shared "public value" and economic development (mainly, but not only, through tourism and the production of local products).
Different strategic approaches can lead to different action plans for the ecomuseums. Some of these relate more clearly to the economic potential of the eco-museum, others focus toward the opportunities offered by the ecomuseum for the awareness and knowledge of the territory and its cultural heritage. Among the proposals for local development in an ecomuseum perspective, the most significant appear to be
(1) the sustainable tourism promoted by the ecomuseum;
(2) the cultural district linked to the ecomuseum;
(3) the quality of the territory to be pursued by the ecomuseum for the local development in a broad sense.
After a review of the basic elements of each of these three strategic approaches, we focused the analysis on four specific empirical cases of ecomuseums in Italy, the "Ecomuseo del Paesaggio" of Parabiago (Milan), the "Ecomuseo Val Taleggio" of Taleggio (Bergamo), the “Ecomuseo di Argenta” of Argenta (Ferrara) and the “Ecomuseo della Collina e del Vino” of Castello di Serravalle (Bologna). For each of these cases we have identified the key features and, in a comparative manner, we evaluated which of the three elements of the outlined strategic profiles were present.
The cases represent different management practices that reflect different conceptions not only of the eco-museum principles, but of its objectives, as we will try to show in the empirical analysis.
In the conclusions, we placed some possible future elements which are to be developed for the construction of a coherent approach between the strategy of the ecomuseum and its management system.

• Giant cell arteritis (GCA) is the most common primary form of vasculitis in adults. GCA has a predilection for involving large- and medium-sized arteries. (It does not involve veins.) • Arteries of the head and neck are often affected by GCA, as are the aorta and its primary branches. • Polymyalgia rheumatica (PMR) can occur simultaneously with or independently of GCA. • The occurrence of GCA or PMR in an individual younger than 50 years of age is exceptionally rare. (Some experts believe, in fact, that such events do not occur at all.) • The GCA/PMR disease spectrum is approximately three times more common in women than in men. • The most dreaded complication of GCA is the acute and permanent loss of vision, which usually occurs through the mechanism of anterior ischemic optic neuropathy (AION). Other feared long-term complications are those related to large-vessel events such as aortic aneurysms. • Temporal artery biopsy has been the traditional gold standard for the diagnosis of GCA. The sensitivity of this test is not known for certain, but it is probably poor—on the order of 60–70%. Large-vessel imaging studies are playing an increasing role in the diagnosis of GCA. The most important diagnostic test, however, remains the clinical history taken by an astute clinician. • The diagnosis of PMR is a clinical one, based essentially entirely upon the history and physical examination. • When considering the diagnosis of PMR, it is crucial to exclude the concomitant occurrence of GCA and the alternative diagnosis of rheumatoid arthritis. • Acute phase reactants are usually elevated in patients with GCA and PMR, but cases of these diagnoses occurring with completely normal values of the erythrocyte sedimentation rate (ESR) and C-reactive protein (CRP) are well documented. • Glucocorticoids remain a cornerstone of treating GCA and PMR, but clinicians should move quickly to steroid-sparing agents in the interest of reducing glucocorticoid toxicity. Interleukin-6 receptor (IL6-R) blockade is an excellent treatment for GCA.

Repair
This paper presents a numerical study to evaluate the behavior of reinforced concrete (RC) columns with circular section repaired and retrofitted by high-performance fiber-reinforced cement composites (HPFRCC) jackets and external carbon fiber-reinforced polymer (CFRP) wrapping. The column damage is due to degradation of concrete and steel rebars for effect of the corrosion. Different HPFRCC mix designs were considered to repair the column assuming different fiber types (polyethylene, stainless steel) and volume contents (1% or 2%). These HPFRCC concretes were developed and tested experimentally at the lab of the University of Roma Tre (Salvador Filho et al. in Mechanical properties of HPFRCC reinforced with different types and volumes of fibres [1]). The numerical analyses were conducted by means of fiber models using the software OpenSees (OpenSees structural software [computer software]. Pacific Earthquake Engineering Research Center, University of California, Berkeley, CA, [2]) applying a vertical load and a displacement history (section rotation). The analyzed sections represent the undamaged section, the section damaged for effect of rebar corrosion, and the repaired and retrofitted sections. The first numerical results about the section strength capacities for each type of repair material are discussed.

Milk, a basic component of the human diet, is rich in all kinds of nutrients, such as proteins, carbohydrates, lipids, vitamins, and minerals. These compounds comprise an ideal growth substrate for both harmful and beneficial microorganisms, making milk a perishable raw material. As a result, milk contains numerous microorganisms that originate either from the animal itself, even when the animal is clinically healthy, or from the environment during the collection and storage of milk. The increasing social, economic, and research on non-cow types of milk and its products illustrates the renewed interest in the microbiota associated with these matrices. The present work is an overview of existing knowledge on the microbiota of sheep, goat, buffalo, camel, equine, yak, and human milk and their products. Relevant studies concerning both classical microbiological approaches as well as advanced molecular methods are included.

language of 2 Peter
Seconda Lettera di Pietro
The aim of this essay is to introduce a different approach to lexical analysis of 2 Peter, so as to determine which of the epistle’s terms are uncommon in the Bible but
relatively common in extant Greek literature, and which are rarely found or are not found elsewhere in all of ancient Greek literature. Once the material for comparison is extended past the artificial limits of the NT and the LXX, the literary background of 2 Peter can be investigated in detail.

Chapter 16: Mitigation Strategies for Microfiber Pollution
Erika Iveth Cedillo Gonzalez
R. Rathinamoorthy and S. Raja Balasaraswathi
CEDILLO GONZALEZ, ERIKA IVETH
In this chapter, an outline of the available strategies for mitigating microfiber contamination is presented. As most of the microfibers enter the environment from the washing of synthetic clothing, most mitigation strategies have mainly focused on preventing microfiber discharge from domestic and industrial washing of synthetic garments. First, efforts have been made to assess the impact of a few washing parameters that affect the discharge of microfibers, with the aim of designing washing programs with minimal discharges. Other endeavors related to washing practices incorporate devices designed to capture microfibers in domestic (in-drum or external) or industrial washing (ceramic membranes). Additional techniques for mitigating microfiber contamination incorporate modifications to the composition and structure of standard synthetic fabrics and educational and awareness campaigns. As none of these strategies are 100% efficient in preventing microfiber release, they can be complemented with conventional wastewater treatment plants that can capture microfibers that escape other mitigation strategies. The recuperated microfibers can be reused as raw materials within the building sector or in pyrolysis to generate oil, gas, and char.

Codice estense - L.A. Muratori - Francesco III d'Este - Giuseppe Bondigli - Bartolomeo Valdrighi - Giuseppe Maria Gallafasi
The essay aims to critically summarize what historiography has written on the Este code: from the influence that Muratori had up to the first attempts at codification; from the preparatory work to the structure of the code itself; ending with the protagonists of the codification in Modena. Among these, the jurist Bartolomeo Valdrighi, whose story is exemplary in the context of eighteenth-century culture, not only for his training and career, but also for the difficult relations with the Duke of Modena.

The phenomenon of digitalization has spread in the field of education and research, as demonstrated by the digitalization of teaching and training methods, the use of digital technologies for conducting research and the spread of the concept of the ‘digital university’. One of the main expectations is that digitalization can improve the performance of universities, supporting the delivery of more efficient and effective services. Nevertheless, the relationship between digitalization and performance measurement and management has so far been under-investigated. This chapter studies how this relationship has been addressed in the academic debate by conducting a review of the literature on the topic. The analysis of the literature allows the identification of key themes, both previously studied and future research areas. The findings show that, in most cases, attention has been paid to the effect of the use of digital tools on (student) performance by investigating the adoption of digital teaching/learning tools and resources. Next, attention has been directed to the use of digital tools to measure the performance of universities. However, digitalization does not concern only tools, but it implies changes in the language used in universities, calling for further research on the costs and benefits of digitalization, going beyond the technicalities of digital tools to investigate performance and changes in academia as a result of the digitalization of the language.

Risk and Threat during the Covid-19 Pandemic: a Micro-Diachronic Perspective.

Communicating risk during the Covid-19 pandemic
Since the Covid-19 pandemic outbreak, media content has focused on issues related to the virus,
ranging from scientific and medical information (i.e. structure of the virus, effects, vaccines, etc.)
to safety measures and government restrictions (i.e. lockdown, curfews, use of masks, etc.).
Covid-19 discourse has raised much interest in academia, both in linguistics and the social
sciences especially concerning the frequently used metaphor of war (Sabucedo et al 2020,
Wagener 2020, Castro Seixas 2021, Panzeri et al. 2021, Taylor 2021). Other studies have
focused on the communication of risk during Covid-19 from a health perspective to address
eventual gaps in the interaction between doctors and virologists and patients and non-experts
(Abrams and Greenhawt 2020, Chesser et al. 2020). However, to our knowledge risk is yet to be
studied from a linguistic perspective.
The aim of this paper is to analyse how risk was conveyed in newspapers and on online
magazines during 2020. More specifically, we present a diachronic analysis of the words risk and
threat in the Coronavirus Corpus which was created to keep record of the economic, social and
political impact of the pandemic. By tracing changes (if there are any) in frequency and meaning
over the months, we aim at identifying collocates and phraseology used to convey issues related
to risk and virus menace since the start of the outbreak.
Results will shed light on the communication of risk and on significant patterns associated to the
semantic field of threat during a health emergency.

Co-governing public value in local authorities
BADIA, Francesco

Co-governance
Participatory Governance
Public value
Italian local authoritie
Citizens' participation
Purpose - The purpose of this article is to explore the concept of co-governance and its implications on public value, with particular reference
to local authorities in the Italian context.
Design/methodology/approach - The research aim is pursued by means
of a literature review and an empirical research. The empirical research
is developed through a questionnaire, sent to the 119 municipalities of
the Italian provincial capitals. The overall response rate was 41.18%
(49 responses).
Findings - In Italian local authorities the process of increasing citizens’
participation and citizens’ involvement as co-producers of public value by
means of co-governance and participatory governance tools is still
ongoing. More than 50% of the local authorities of the research sample
have introduced co-governance or participatory governance tools and
activities but they are still facing problems in implementing them.
In general, the level of citizens’ participation seems not to be fully
developed.
Research limitations/implications - The empirical part of the research
focuses only on the application of co-governance and participatory governance tools in the Italian context, therefore the main limitation lies in the difficulties of extending their application to the international context. In addition, the questionnaire was designed only for medium- to large sized local authorities. Thus, the research does not consider the possible implications for small municipalities.
Practical implications - This article considers some of the possible difficulties of implementation of co-governance and participatory governance tools.
Social implications - This article highlights the link between the creation
of public value and the adoption of public policies based on citizens’
involvement and consultation.
Originality/value - This article underlines the link between public value
creation and co-governance. It also offers a broad empirical survey on
the presence of co-governance and participatory governance tools and
activities in the Italian context; this topic was not examined in prior
studies.

Participatory Budgeting in Italy: A Phoenix Rising from the Ashes

Italy
This chapter illustrates first the steps of PB in Italy at the beginning of the century and shows that a phase of constant development was followed by a rapid decline in the use of the tool. During this phase, some application limits of the instrument emerged, such as an excessive link with politics and a scarce ability to make the process last. A few years later, beginning from about the middle of the last decade, there has instead been a change in the trend, recognisable in a return of attention to participatory policies, fuelled on the one hand by an awareness of political class and on the other hand by the positive feedback of some successful experiences, the example of which is spreading to the rest of Italy. The number of municipalities that have adopted PB has begun to increase again, and the degree of the continuity of these practices has also intensified in a consistent manner. In this new diffusion, the political class itself has played a central role, with a role of conscious and proactive protagonist of this new course of participation in Italy. This result therefore seems to overturn what was observed with reference to the experiences of PB in the first decade of the century, where the impact of politics
on participatory processes had been negative because it had led to an excessive personalisation of the tool and had compromised its durability, increasing its fragility and vulnerability.
Another element for which the research has shown a progressive increase in the impact of policies linked to PB is that the proposals are growing with reference to all the activities and services of the administration and are therefore not limited to some thematic areas. The percentage share of the overall budget of the local authorities that involve PB is usually less than 1% of the total, although some
signs of an increase in recent years have been detected. The population participation figure stands at around 7.5%, and the involvement in PB policies has almost always been aimed at the entire population. Nevertheless, even in light of the small figures allocated to PB, the impacts on decision-making processes do not appear particularly significant. If the overall spending policies of the municipalities are considered, a clear majority has recorded a significant growth of the culture of participation due to PB. In particular, this new culture of participation has contributed on the one hand to improving the sense of trust of citizens towards their local administrators, and on the other hand, it has favoured the birth of a new community spirit based on feelings of collaboration and sharing.
The set of circumstances outlined with reference to the experience of applying PB in Italy in recent years suggests that PB can be considered a phenomenon similar to that of the phoenix rising from the ashes and that the pandemic crisis, which has inevitably led to a small decrease in the use of this practice, could instead further strengthen the will and awareness in the use of this tool, as directly observed in some specific cases.

Protein microarrays offer the possibility to circumvent most of the current limitations in the serodiagnosis of allergy, autoimmune, and infectious disease by allowing the simultaneous, multiparametric determination of specific subclasses of antibodies directed against many pathogenic antigens. Microarray immunoassays have been developed with these characteristics. A first-generation assay, for the serodiagnosis of infectious disease, allows the determination of IgG and IgM antibodies to various viral and bacterial antigens. In addition, a second-generation assay, designed for the serodiagnosis of allergic disease, permits the determination of IgE antibodies to various allergens implicated in allergic disease. Slides printed with antibody dilution curves and antigen are first incubated with serum samples and then subsequently with secondary antibodies. For detection of human IgG and IgM, fluorescently labeled secondary antibodies are employed. However, because of low-level concentrations of circulating IgE antibodies, a more sensitive protocol is required for human IgE detection. Here, fluorescence is delivered via the coupling of the secondary antibody to tyramide signal-amplification reagentry. Human IgG, IgM, or IgE bound to the printed antigens can then be revealed by confocal scanning microscopy and quantified with internal calibration curves. Generation of analytical and clinical data have demonstrated that the microarray test format provides equivalent performance to enzyme-linked immunosorbent assay (ELISA) tests and offers a significant advantage in convenience and cost when compared to traditional test formats.

InterDiplo Corpus
Research on English for Specific Purposes (ESP) has undoubtedly benefited from the new advances brought by digitalization and by the use of corpus linguistics tools (Nesi 2013). As a consequence, the role of the linguist has changed considerably in the last decades to embrace new research methodologies emerging from the IT field. Linguistic data can now be combined, annotated, mined and visualized using high-powered computing; moreover, technologization and digitalization have made it possible to make large amount of textual data accessible through various channels in a variety of fields, some of which are still largely unexplored. Bearing this in mind, the present paper illustrates a project currently under development at the University of Verona (Italy) which focusses on the language of diplomats in interviews; so far, this field has received little attention, also on account of the limited number of spoken data focussing on such topic. To overcome this issue, we have developed the InterDiplo Corpus, an ESP corpus including broadcast interviews and debates, where diplomats and international operators are interviewed in English by journalists who do not share the same lingua-cultural background. In the development and analysis of the corpus special attention is dedicated to the fundamental definition of structural mark-up and part of speech annotation. Indeed, as the examples provided by our case study will illustrate, to develop a tagset allowing linguistic analysis from different perspectives, current linguists need to adequately combine computational competence and linguistic knowhow, as well as to be aware of the evolving face of English. Overall, the balance between technological potentialities and the experience of ESP researchers will allow for specialized corpora that may produce significant linguistic results for their compilers though leaving ample room for free initiative in further analyses from the wider research community.

Montemanni, R.
In systems biology and biomedical research, microarray technology is a method of choice that enables the complete quantitative and qualitative ascertainment of gene expression patterns for whole genomes. The selection of high quality oligonucleotide sequences that behave consistently across multiple experiments is a key step in the design, fabrication and experimental performance of DNA microarrays. The aim of this chapter is to outline recent algorithmic developments in microarray probe design, evaluate existing probe sequences used in commercial arrays, and suggest methodologies that have the potential to improve on existing design techniques.

Recent formal research has shown that important insights into the nature of direct objects which are differentially marked come from their co- occurrence restrictions. This paper focuses on co-occurrence restrictions involving differential object marking (DOM) in the dialect of Ragusa (southeastern Sicily), in its interaction with datives and clitic doubling. It is shown that such restrictions do not have a morphological source, but a syntactic one, and are best explained by taking into account the positions in which DOM, datives and clitic doubles are licensed.

società a responsabilità limitata semplificata

In this paper, I offer a brief critical reflection on which approaches to parody prove to be the most useful and coherent from the point of view of the pragmatic-linguistic study of human discourse, and which instead appear to be highly problematic, and I try to explain, albeit briefly, why

Bulgaria, Estonia, Ungheria, Italia, Spagna e Svezia.
lungo periodo e quelle personali.

The general aim of this paper is to explore possible links between decision-making
in public sector, citizen involvement, and the effectiveness of public policies. This historical
moment, characterized by the succession of two crises, namely the financial one of 2008 and
that of the COVID-19 pandemic of 2020-21, seems to require the promotion of a new
administrative culture in public administration as well as management tools that can promote
sustainable public policies and community participation. The promotion of this change could
be applied through the concept of participatory governance, which is put into effect when the
community becomes the central subject of public policies through tools of direct democratic
participation. From this perspective, stakeholders should not only be the recipients of
transparent and accountable information from public bodies but also the central subjects of
governmental decision-making processes. In theory, participatory budgeting may be the ideal
tool for the realization of participatory governance. Participatory budgeting originated in the
late 1980s with the well-known experience of Porto Alegre. After that, it spread to the rest of
the world through a process that was not always uniform or linear. In recent years, it has
regained the attention of scholars and new cases of concrete application. Therefore, the
present study aimed to answer the following research questions by discussing the most
relevant theories and analyzing empirical research results:
- What is the level of diffusion of participatory governance and participatory budgeting in
Italian local municipalities?
- What are the main reasons behind the adoption of participatory budgeting?
- How could participatory governance influence the decision-making process of public bodies?
A two-step research approach was adopted for this study. The first step was a web-based
survey on participatory budgeting experiences in Italian municipalities. In total, 136
experiences with participatory budgeting processes between 2015 and 2020 were identified.
The second step involved the selection of a sample population of municipalities with relevant
experiences of participatory budgeting (based on its persistence over time, the amount of
financial resources addressed to participatory processes, and the number of people involved).
In this step, individual research interviews were conducted with the people in charge for the
participatory policies, in order to investigate issues related to the motivations and
effectiveness of participatory budgeting practices. The results show that, although there has
been a recent increase in the use of participatory tools, some doubts emerge about their real
effectiveness in influencing decision-making processes. Nevertheless, the diffusion of a new
culture of participation seems to favor, for the future, the development of participatory
processes characterized by a greater degree of effectiveness.
