Quality of government and subjective poverty in Europe

We study the effect of quality of government on subjective poverty across European countries and regions, taking advantage of recently released data on the quality of public institutions at the regional level, and of information on household subjective poverty. In the analysis we try to separate the effects of quantity and quality of public services on perceived well-being, controlling for the size of the local government and for the receipt of in-kind services by each household of the sample. Results suggest that good governance significantly reduces the probability of being subjectively poor, both over the whole population and also among households that are poor in terms of monetary income. We then estimate the greater cost that a family has to bear in order to achieve a given level of welfare, if it lives in a region with inefficient public institutions. Our measure of this inefficiency cost is around 6% of disposable income.

The nexus between trade and economic growth in Italy has been widely debated by historiography. However, there are not long run analysis on this topic that cover the whole span from Unification to present days. This paper contributes to fill this gap by investigating the relationship between real exports, imports and GDP in Italy from 1863 to 2004 by using cointegration analysis and causality tests. The outcome suggests that these variables comove in the long run but the direction of causality varies across time. In the period prior to the First World War import growth led GDP growth that in turn led export growth. Conversely, in the post-Second World War period we have a strong bidirectionality between imports and exports consequent on the increase in intra-industry trade. We also find a weak support for export-led growth and growth-led imports. This suggests that exports were not the only or the main driverof economic growth. There was probably a multiplicity of factors at work, among which high rates of capital formation and the expansion of internal demand probably stood out.

Dopo avere analizzato lo stato attuale e l’evoluzione nell’ultimo decennio dei servizi per la prima infanzia in Emilia-Romagna, provando a identificare i fattori che a livello comunale incidono sull’indice di presa in carico, il presente lavoro vuole in primo luogo verificare se all’interno dei nidi per l’infanzia venga effettivamente rispettato un importante requisito organizzativo come il rapporto numerico tra educatori e bambini. Sulla base delle modifiche che la Regione Emilia-Romagna vuole apportare prima alla legge n.1/2000 che regola i servizi per la prima infanzia e successivamente alla Delibera n. 85/2012 che ne stabilisce i requisiti strutturali e organizzativi, nella parte finale del lavoro verifichiamo se e in che misura la modifica di tale standard produca un impatto positivo sui costi del personale educativo.

The Long-Term Determinants of Female HIV Infection in Africa: The Slave Trade, Polygyny, and Sexual Behavior

We study the long-term determinants of the high rates of HIV infection in sub-Saharan
Africa, particularly among women, with a focus on family structure and sexual behavior as
shaped by the demographic shock following the transatlantic slave trade. First we show that,
in clusters where polygyny is more widespread, HIV infection rates are higher. By
instrumenting polygyny with the demographic shock we can also establish that this link is
causal. Next we turn to the channels through which polygyny is likely to affect HIV infection
by focusing on sexual behavior, as captured by the intensity of sexual activity and the
frequency of extramarital partnerships. We document relevant gender differences in behavior:
in clusters affected by a larger demographic shock men (but not women) display a more
intense sexual activity, while women (but not men) are more likely to engage in extramarital
partnerships. We employ these findings to instrument sexual behavior when estimating its
influence on HIV infection and we show that clusters exhibiting more frequent female
extramarital partnerships are affected by significantly higher infection rates. We interpret our
results as follows. The demographic shock induced by the slave trade represents a
“primordial” risk factor which is still shaping contemporary family structure and sexual
behavior. Polygyny is associated with unsatisfying marital relationships, particularly for
women, with consequent female infidelity and an increased risk of infection, which is further
multiplied for women co-habiting within polygynous households.

Job Separations, Job Loss and Informality in the Russian Labor Market

Having unique data we investigate the link between job separations (displacement and
quits) and informal employment, which we define in several ways posing the general
question whether the burden of informality falls disproportionately on job separators in
the Russian labor market. After we have established positive causal effects of
displacement and quits on informal employment we analyze whether displaced workers
experience more involuntary informal employment than their non-displaced counterparts.
Our main results confirm our contention that displacement entraps some of the workers in
involuntary informal employment. Those who quit, in turn, experience voluntary
informality for the most part, but there seems a minority of quitting workers who end up
in involuntary informal jobs. This scenario does not fall on all the workers who separate
but predominantly on workers with low human capital. We also pursue the issue of
informality persistence and find that informal employment is indeed persistent as some
workers churn from one informal job to the next. Our study contributes to the debate in
the informality literature regarding segmented versus integrated labor markets. It also
contributes to the literature on displacement by establishing informal employment as an
important cost of displacement. We also look at the share of undeclared wages in formal
jobs and find that these shares are larger for separators than for incumbents, with
displaced workers bearing the brunt of this manifestation of informality.

A Dynamic Politico-Economic Model of Intergenerational Contracts

This paper investigates the conditions for the emergence of implicit intergenerational contracts without assuming reputation mechanisms, commitment technology and altruism. We
present a tractable dynamic politico-economic model in OLG environment where politicians
play Markovian strategies in a probabilistic voting environment, setting multidimensional
political agenda. Both backward and forward intergenerational transfers, respectively in the
form of pension benefits and higher education investments, are simultaneously considered
in an endogenous human capital setting with labor income taxation. On one hand, social
security sustains investment in public education; on the other hand investment in education creates a dynamic linkage across periods through both human and physical capital
driving the economy toward dierent Welfare State Regimes. Embedding a repeated-voting
setup of electoral competition, we find that in a dynamic ecient economy both forward
and backward intergenerational transfers simultaneously arise. The equilibrium allocation
is education ecient, but, due to political overrepresentation of elderly agents, the electoral
competition process induces overtaxation compared with a Benevolent Government solution
with balanced welfare weights.

This paper takes stock of informal employment in Russia analyzing its incidence and determinants,
developing several measures of informal employment and demonstrating that the incidence varies
widely across the different definitions. We, however, show that the determinants of informal
employment are roughly stable across the different measures. We also estimate an informal-formal
wage gap at the means and across the entire wage distributions. We find only weak evidence for
labor market segmentation in Russia for salaried workers but establish a segmented informal sector
with a lower free entry tier and an upper rationed tier when including the self-employed and
entrepreneurs.

Do immigrant students succeed? Evidence from Italy and France based on PISA 2006

This paper uses data from PISA 2006 on science, mathematics and reading to analyse
immigrant school gaps – negative difference between immigrants’ and natives’ scores - and the
structural features of educational systems in two adjacent countries, Italy and France, with similar
migration inflows and with similar schooling institutions, based on tracking. Our results show that
tracking and school specific programs matter; in both countries, the school system upholds a
separation between students with different backgrounds and ethnicities. Residential segregation or
discrimination seem also to be at work, especially in France. Given the existing school model, a
teaching support in mathematics and science in France and in reading in Italy would help immigrant
students to converge to natives’ standards.

Il presente lavoro analizza il processo di ricostruzione successivo al sisma in Emilia (2012), con un particolare riferimento alla qualità dell’abitare nei centri storici più danneggiati. L’abitare, infatti, può essere considerato un bene comune (common), ovvero un processo sociale che garantisce la sostenibilità dell’uso (e della rigenerazione) degli spazi pubblici e del patrimonio edilizio nel suo complesso. In questo contesto, sono dapprima analizzati gli effetti che il sisma, come shock esogeno, ha prodotto sul sistema delle risorse, evidenziando le regolarità osservabili nei danni a patrimonio industriale, rurale e residenziale. La distribuzione dei danni a “macchia di leopardo”, infatti, non sembra essere legata, unicamente, alla casuale propagazione delle onde sismiche ma anche ad una precisa geografia dei “processi d’impoverimento” del territorio e del suo edificato (abbandono, mancata manutenzione e mancato adeguamento strutturale e sismico degli edifici), rispetto alla quale il terremoto ha agito come acceleratore (o catalizzatore) dei processi storici. Successivamente si prendono in esame i principali processi che stanno interessando le relazioni che governano il sistema, nella fase della ricostruzione, tentando di fornire una sorta di mid-term evaluation. L’analisi mette in evidenza le principali scelte fatte dal legislatore, in termini di priorità di intervento e di strumenti adottati. Emerge come la ricostruzione in Emilia sia rappresentata dal tentativo di individuare un punto di equilibrio tra: velocità dell’intervento di ricostruzione; prevenzione/mitigazione dell’emergere dei conflitti tra privati cittadini nelle decisioni legate alla ricostruzione; necessità di realizzare un intervento di ricostruzione unitario (specialmente nei centri storici). Il limitato utilizzo delle UMI (unità minime d’intervento) nei centri storici dei comuni d’Emilia colpiti dal sisma è esemplificativa, in tal senso.

L'articolo propone un esame critico delle recenti politiche contro la povertà in Italia e dei loro possibili sviluppi. Dopo aver sintetizzato le tendenze del fenomeno dell’indigenza durante la recessione iniziata nel 2008, ci si sofferma sull’evoluzione delle politiche e ci si concentra sugli atti compiuti dal Governo Renzi, con particolare riferimento alla presentazione di un disegno di legge delega in materia di povertà. Successivamente viene esaminata la platea dei beneficiari del Sostegno per l’Inclusione Attiva (SIA), prestazione transitoria in attesa dell’introduzione del Reddito d’Inclusione (REI) previsto dalla delega. Al momento di scrivere, non è dato sapere – e neppure ipotizzare - quale sarà il target di utenza del REI. Il contributo presenta infine, pertanto, una discussione dei possibili profili della platea interessata dalla nuova misura, per verificare, nelle varie alternative, la distanza rispetto all’obiettivo di un intervento universalistico contro la povertà assoluta.

In this paper we use the Diebold Yilmaz (2009 and 2012) methodology to construct an index of
connectedness among five European stock markets: France, Germany, UK, Switzerland and the
Netherlands, by using volatility risk premia. The volatility risk premium, which is a proxy of risk
aversion, is measured by the difference between the implied volatility and expected realized
volatility of the stock market for next month. While Diebold and Yilmaz focus is on the forecast
error variance decomposition of stock returns or range based volatilities employing a stationary
VAR in levels, we account for the (locally) long memory stationary properties of the levels of
volatility risk premia series. Therefore, we estimate and invert a Fractionally Integrated VAR
model to compute the cross forecast error variance shares necessary to obtain the index of total
connectedness and the net contribution of each series to total connectedness.
The results show that, over January 2000-August 2013, the index of total connectedness among
volatility risk premia has been relatively stable with an increasing role played by France and with a
positive (but decreasing) role played by Germany and the Netherlands. Non EMU countries such as
the UK and Switzerland are negative net contributors to the index.

Il finanziamento della ricerca medica è un prerequisito per migliorare la salute pubblica e l'inclusione sociale ed economica. Tuttavia, la ricerca medica incontra numerosi ostacoli nell’ottenimento di finanziamenti, che sono ancora più rilevanti per la ricerca su Advanced Therapy Medicinal Products (ATMP). Lo sviluppo clinico
degli ATMP presenta sfide peculiari che possono influenzare il processo di valutazione degli investitori e le
decisioni di investimento, con conseguente errata o mancata allocazione delle risorse finanziarie da parte di investitori pubblici e privati. L'industria finanziaria ha il potenziale per mobilitare capitali pazienti e superare le difficoltà di finanziamento della ricerca nel campo degli ATMP.
Combinando un approccio sia qualitativo che quantitativo, questo studio indaga se e come le istituzioni finanziarie investono nella ricerca medica sugli ATMP e quali sono i fattori trainanti dell'intervento della finanza attraverso un campione di 1.042 studi clinici europei nell’ambito degli ATMP.
Attualmente, il settore finanziario supporta indirettamente la ricerca clinica in ATMP. Tale supporto si concretizza attraverso il finanziamento di PMI impegnate in studi clinici in ATMP di Fase I, solitamente più
soggette a esclusione o razionamento finanziario. Questo studio, peraltro, dimostra empiricamente che l’investimento in queste PMI è caratterizzato da un processo decisionale razionale. Nello specifico, risultati suggeriscono che le istituzioni finanziarie si concentrano su progetti caratterizzati da minore incertezza, un orizzonte temporale più breve tra investimento e ritorno economico, maggiore fattibilità, maggiore qualità e rigore metodologico e maggiore diversificazione delle malattie target.

Earthquake in the city: the people yet to come

The paper starts a critical reflection on the effects of disasters on urban change. It is a compendium of the discussions, meetings and fieldworks of the research team Energie Sisma Emilia at the University of Modena and Reggio Emilia, Italy. The fieldwork included a one-day walking-and-photographs (April 2015) in the town centre of Mirandola. This is one of the towns that Energie Sisma Emilia chose to evaluate since it was heavily affected by the earthquakes of May 2012.
The working research question concerns post-disaster city change and possible gentrification of old town centres. Migrants—counted as much as one third of the resident population in our case study—found a sanctuary of affordable rents in old town centre of Mirandola, prior to its reconstruction. From discourse analysis of planning documents, there is a sense that a certain imaginary city was already in place before the earthquake. If this is the case, we consider the possibility that post-disaster politics might be determinant in displacement of migrant population.
The paper begins by looking at three frameworks drawn from the 'Sociology of Disasters' and by making a tempting parallel with three analytical perspectives on cities: city as a container, city of assemblages, and city as a futurity. In the central part, it opens to gentrification debate and to the multiple dimensions of urban displacement. The field notes and photographs of the walk in Mirandola are discussed at the end as very first empirical findings or, rather, initial scoping for a longitudinal research endeavour.

We study the determinants of international migration with special attention to the role of
institutional factors other than economic and demographic fundamentals. We evaluate the
impact of political institutions and of those institutions specifically targeted at attracting
migrants. For a dataset on 19th century migration, we find that economic and demographic differentials play a major role, but that the quality of institutions also matter. We produce evidence that both political and migration institutions represent significant factors of attraction, even after controlling for their potential endogeneity through a set of instruments exploiting colonial history and the institutions inherited from the past.

This paper studies the effects of migration on the bilateral FDI of five European countries,
Germany, Italy, France, UK and Spain. It is based on five datasets with time spans going from 1990
to 2006. It analyses the impacts of skilled and less-skilled immigrants, of skilled networks from
developed and developing countries and, for Italy and Spain, of emigrants. Results are that skilled
immigrants, originating from both developed and developing countries, have positive and robust
effects on the bilateral FDI of the UK, Germany and France. The FDI of Italy and Spain are

Since the 1970s, in many European industrialized areas, cities have undergone radical trans-formations to cope with de-industrialization but also with the new needs of the post Fordistic or-ganization of the factories and their ecosystems: logistics and transport requirements were de-manding new functional areas, business services - from individual units up to big service compa-nies - needed different configurations of working spaces, urban sprawling increased to satisfy resi-dential needs. A huge amount of manufacturing buildings has become no longer appropriate for many production processes and the future of the old industrial premises has punctuated the public debate of the past forty years: from their restoring (to keep traces of local socio-technical identity), to their demolition (to provide new appropriate production or living spaces), to their re-use (for hosting new activities). In the somewhat drastic passage from the past industrial era to the future digital economy, medium size cities in industrialized areas present some specific challenges when they have to support the new manufacturing age: not only with new spaces, but also with new skills. In recent years, many public (and also private) initiatives have proposed and implemented the transformation of old manufacturing building in new settings to foster creativity-and-innovation, a condition considered essential, among others, to create new opportunities for growth. Are the re-uses of buildings effective for that goal? Is contamination in hybrid spaces the crucial ingredient for their success in supporting creativity? These questions appear even more critical when we are confronted with the creation of new skills for re-industrialization in areas that are still pillars of manufacturing activities but that are progressively lost the social fabric that reproduced skills. Although their general character is to enable information and communication flows, cities in industrialized areas have lost some important pieces of knowledge on material processes.
In this contribution we address some of those issues by investigating the action-research called "Officina Emilia" that was initiated in Italy exactly with the goal of regenerating compe-tence networks in a manufacturing area. Officina Emilia developed some distinctive features: the creation of an original space, Museolaboratorio, designed as a hybrid space; the action-research program to introduce changes through the context-based technology education; the intent to build on a large and qualified network, supporting the innovation in the education system at regional level. These features will be discussed below. The rationale for this analysis is to single out which are the agents, the processes and some conditions that may hamper similar initiatives. In this chap-ter we first introduce, in section 2, the interdependencies between economic system and education system. We discuss a new approach to technology education in context, and the specific characters of what is needed to improve such context-based education. In section 3 we present the education activities produced by Officina Emilia. In section 4 we comment on the lessons learned from the action-research that created a hybrid space. Our focus is on the relevant agents, artefacts and inter-action processes that can support social innovation in education to enhance significant learning, to meet the changes of the world of production and to address the complexity of concrete situations. Section 5 concludes with some remarks.

We present a model of two-sided matching where utility is non-transferable and information about individuals’ skills is private, utilities are strictly increasing in the partner’s skill and satisfy increasing differences.
Skills can be either revealed or kept hidden, but while agents on one side have verifiable skills, agents on
the other side have skills that are unverifiable unless certified, and certification is costly. Agents who have
revealed their skill enter a standard matching market, while others are matched randomly. We find that in
equilibrium only agents with skills above a cutoff reveal, and then they match assortatively. We show that
an equilibrium always exists, and we discuss multiplicity. Increasing differences play an important role
to shape equilibria, and we remark that this is unusual in matching models with non-transferable utility.
We close the paper with some comparative statics exercises where we show the existence of non-trivial
externalities and welfare implications.

High Inflation and Wage Rigidity: The Implicit Response of the Italian Tax-Benefit System

We study the redistributive effect of inflation-induced revenue and expenditure variations in the Italian tax-benefit system in a context in which pensions and social transfers are indexed to inflation and nominal wage growth struggles to keep up.
By means of the EUROMOD microsimulation model, we isolate the contribution of i ) fiscal drag through the personal income tax, ii ) indexation rules and policy changes regarding social insurance contributions and iii ) pension and social transfer indexation rules related to the overall redistributive effect of the tax-benefit system and its vertical and horizontal components. The findings suggest that benefit indexation rules contribute to a non-negligible extent to income redistribution, that fiscal drag has a small regressive effect and that the implicit redistribution favours pensioners over private-sector employees.

The Rise of A District Lead Firm: The Case of Wam (1968-2003)

In recent times one major evolution in several industrial districts in Italy has been emergence of new hierarchical
structures that led to the rise of lead firms. These are firms that – contrary to canonical district firms which tend to
remain small – pursue size grow, invest in marketing, distribution and R&D, reorganize their subcontracting networks,
and become international by establishing commercial subsidiaries and production facilities abroad. However, lead
firms’ histories remain largely unexplored. This article contributes to fill this gap by examining the case of one of such
lead firms: Wam, a company set up in 1968 in the mechanical engineering district of Modena, which at the beginning of
the 21st century had become the world leader in the production of bulk material handling and dust filtration machinery.
The article in particular focuses on the strategy of growth and internationalization that this company has pursued and its
effects in both the host nations and in its Italian ID of origin.

Offshoring production: a simple model of wages, productivity, and growth

We examine the relationship between o§shoring and the labour market in an occupational
choice model of trade and endogenous growth where workers are employed on the basis of their
individual skill levels. Trade liberalization leads to o§shoring and reduces employment in the
manufacturing sector. Displaced workers move into the traditional and innovation sectors according to their skill levels, shaping real wages and aggregate productivity in the manufacturing
sector. The paper aims to show how inter-sectoral labour market adjustments, highlighted by
skill heterogeneity, could be a possible explanation for the simultaneous rise in productivity and
reduction in real wages that have coincided with the sharp escalation of o§shoring activities in
the US manufacturing sector since 2004.

This paper studies the effects of immigrant networks on the bilateral FDI of France,
Germany, Italy, Spain and the UK, and, for Italy and Spain, also of the emigrant diasporas. It analyses
the effects of skilled and unskilled immigrants and of networks linked to developing and developed
countries. Results show that the FDIs of the UK, Germany and France are affected by the networks of
skilled immigrants, while those of Italy and Spain are prompted only by the emigrant diasporas.
Networks linked to OECD and non-OECD countries have similar effects.

Finite mixture models are flexible methods that are commonly used for
model-based clustering. A recent focus in the model-based clustering literature
is to highlight the difference between the number of components in a mixture
model and the number of clusters. The number of clusters is more relevant from
a practical stand point, but to date, the focus of prior distribution
formulation has been on the number of components. In light of this, we develop
a finite mixture methodology that permits eliciting prior information directly
on the number of clusters in an intuitive way. This is done by employing an
asymmetric Dirichlet distribution as a prior on the weights of a finite
mixture. Further, a penalized complexity motivated prior is employed for the
Dirichlet shape parameter. We illustrate the ease to which prior information
can be elicited via our construction and the flexibility of the resulting
induced prior on the number of clusters. We also demonstrate the utility of our
approach using numerical experiments and two real world data sets.

The paper tries to synthesize the different interpretations of migration present on the
ongoing discussion. Considering only two factors, necessity and social
acceptability, four stereotyped visions (the society of the walls, the society of mercy,
the society of ghettos, and the society of reason) are identified. The first three share
the ideological assumption that migration flows are supply determined, that they are
pushed by poverty, lack of jobs, and desperation due to the lack of perspectives of a
better future. The fourth vision strongly supports the idea that migrations are
determined by the structural lack of labour that characterize many developed
regions, in the presence of an unlimited supply of labour in many developing and
underdeveloped countries. The implications and consequences of this approach is
that migrations flows are are unavoidable and useful to both groups of countries
that should reach political agreements to manage them in the advantage of both.

In this paper, we study the wage elasticity of labour supply of platform workers by exploiting uncertainty in task search. Using a survey of on-location and online platform workers in Europe, we show that wage reductions due to task search are inversely related to increases in labour supply and that changes in earnings net of task search are also inversely related to labour supply. Our estimated backwards-bending labour supply curves are valid for all platform workers and are robust to a number of misspecification and endogeneity issues.

Inefficiency in childcare production. Evidence from italian microdata

The purpose of the paper is to study inefficiency in the production technology of
the childcare service and to carry out a comparative analysis of public and private
day-care centres. An empirical analysis on cross-section micro-data from a region of
northern Italy has been conducted by using an input-distance function with a translog
specification. Estimates of the multi-output production technology and input-oriented
technical inefficiency are obtained in a stochastic frontier model with a half-normally
distributed one-sided error. Heteroscedasticity has been modelled to investigate the determinants of inefficiency and estimate their marginal effects. We find that production
exhibits increasing returns with an estimated elasticity of scale of 1.21. Separability
between inputs and outputs is rejected at a 5% level of significance. The average
estimate of technical inefficiency is 10% and public centres are more inefficient than
private centres by 4.1 percentage points. The proportion of part-time children and
the presence of mixed-age classrooms are significant determinants of inefficiency which
equally affect both public and private centres.

The paper outlines the main changes that have occurred in the local system of the Filià ̈re Parmesan Cheese (FPR) in the last fifteen years, especially focusing on the dairy enterprises and their related networks. The paper stresses the complexity of the production system in its evolution, given the constraints arisen by the compliance of the common quality rules, combined with the research of effectiveness, both requiring a significant action of coordination. The role of the producers' coordination institutions is examined with regard production rules and quality control, underlining the crucial role in defining new common rules to assure clear quality standard along the food chain, where a growing division of labour engendered new activities of processing. New coordination tools are also examined with regard the implementation of an original allocation of right to produce able to respect the competition rules. The very relevant role of cooperation is highlighted, analysing the adaptation of cooperatives to the different markets but also the role of cooperation in supporting the activity in the most fragile areas of production such as those of the mountain.
